The case file of Niyigaba Clement, popularly known as DC Clement, has been forwarded to the prosecution, where he is initially facing five charges. Authorities have indicated that additional allegations, including corruption, are still under investigation by the Rwanda Investigation Bureau (RIB).
RIB spokesperson Thierry Murangira confirmed to the media that the case file was submitted on April 8, 2026.
“It is true that his file has been handed over to the prosecution. At this stage, he is charged with five offenses, while others, including corruption, are still being investigated,” he said.
The charges against DC Clement include malicious damage to property, inciting public disorder, resisting lawful authority, insulting public officials, and assaulting government authorities.
Dr. Murangira also noted that preliminary investigations revealed that a document used in a renovation matter had no connection to DC Clement. He emphasized that the case should serve as a warning to journalists who may allow themselves to be used to exert pressure on officials under the guise of their profession.
“People should always question their involvement in matters that do not concern them. Some individuals misuse their professional cover to interfere in others’ work, which is not acceptable. No one is above the law. DC Clement’s case should be a lesson for others to avoid disrupting others in their duties,” he added.
DC Clement was arrested on March 31, 2026, and has since been detained at the RIB station in Jabana.
