President of Rwanda Paul Kagame, has promoted several officers within the Rwanda National Police, including five officers elevated to the rank of Commissioner of Police (CP) and ten to Assistant Commissioner of Police (ACP).
The promotions were announced in an official statement released by Rwanda National Police in the early hours of Thursday, April 9, 2026.
Those promoted from Assistant Commissioner of Police (ACP) to Commissioner of Police (CP) are:
CP Emmanuel Karasi
CP Bertin Mutezintare
CP Jean Népomuscène Mbonyumuvunyi
CP Barthélemy Rugwizangoga
CP Fidèle Mugengana
The announcement reflects ongoing efforts to strengthen leadership and enhance efficiency within Rwanda’s police force.
