RIB Investigates Death of Two Young People in Rulindo

The Rwanda Investigation Bureau (RIB) has launched an investigation into the deaths of two young individuals, Irakoze Angelo, 20, and Ingabire Samanta, 19, who are suspected to have died on March 23, 2026. Authorities have urged the public, especially social media users, to avoid spreading unverified information that could interfere with ongoing investigations.

The incident came to light on March 24, 2026, after the bodies of the two were discovered in a rented house in Rulindo District. Angelo, a first-year Information Technology student at RP Tumba College, was found hanging, while Samanta was found lying lifeless inside the same room.

Preliminary findings from RIB suggest that Angelo may have killed Samanta before taking his own life. However, the exact motive behind the incident remains unknown, and investigations are still ongoing.

In a statement, RIB emphasized the importance of responsible communication, warning that circulating unconfirmed details could hinder the investigation process.

Local authorities also confirmed the incident. The Mayor of Rulindo District, Judith Mukanyirigira, stated that the two were found in a house where the young man lived. She added that evidence, including a message allegedly sent from Angelo’s phone to the girl’s family, is being examined as part of the inquiry.

RIB extended condolences to the families of both victims and called on parents to maintain close communication with their children to better understand their movements and challenges.
