Rwanda Moves to Establish National Defense University to Strengthen Military Education and Research

The Chamber of Deputies of Rwanda has approved a law establishing the National Defense University, an institution that will integrate military education, training, and research related to national defense and security.

The university will provide higher education programs and award degrees, diplomas, and other academic qualifications. The initiative is part of broader efforts to strengthen Rwanda’s defense education system and enhance professional training within the country’s security institutions.

According to the law, the National Defense University will bring together various military colleges and academies operated by the Rwanda Defence Force, the Rwanda National Police and the National Intelligence and Security Service.

The institution will also promote value-based leadership and evidence-based decision-making among security professionals. In addition, it will conduct research and strategic analysis at national, regional and international levels in areas related to national defense and security.

Senior Officers’ College Planned

When the plan to establish the military university was first announced, officials indicated that it would also include a specialized college designed to train senior military officers, particularly those from the rank of Colonel to General.

Rwanda’s Minister of Defence, Juvenal Marizamunda, discussed the project in 2024 while addressing the Senate of Rwanda.

He explained that Rwanda currently has several military training institutions, though only a few operate at the university level, including the military schools in Gako and Nyakinama.

“At Gako, training is mainly provided for junior officers, while Nyakinama offers courses for senior officers such as Majors, Lieutenant Colonels and Colonels,” Marizamunda said.

He added that the government also plans to establish a National Defense College, which will train officers from the rank of Colonel upwards, including Generals.

Transition from University of Rwanda Collaboration

Currently, some military institutions offer university-level courses in partnership with the University of Rwanda. This arrangement is expected to evolve once the National Defense University becomes operational.

Marizamunda explained that the new university will consolidate all military training schools under a single structure. It will also include institutions dedicated to defense research and peacekeeping studies.

“At present, degrees are issued through the University of Rwanda,” he said. “What will change is that the National Defense University will bring together these schools and other institutions involved in research and peacekeeping studies under one university system.”

The Vice Chancellor of the University of Rwanda, Didas Kayihura Muganga, noted that the university has been offering mostly non-military academic courses to soldiers, and this cooperation could continue even after the new institution is established.

He explained that most of the courses currently offered to military students are similar to those available in other University of Rwanda programs, although a few are directly related to military studies.

Although Rwanda has not previously had a dedicated military university, such institutions exist in many countries and play an important role in strengthening research, strategic thinking and professional training in defense and security.

At the Gako Military Academy, the University of Rwanda currently offers undergraduate programs in fields including military science and humanities, medicine, mathematics, physics, biology, chemistry, law, nursing, computer science and civil engineering.
