Genocide Ideology Cases Drop by 38% in 2026, Says RIB

The spokesperson of the Rwanda Investigation Bureau, Thierry B. Murangira, has announced that cases related to genocide ideology and related crimes decreased in 2026 compared to 2025.

According to Murangira, authorities recorded 76 case files in 2025, while 47 cases were reported in 2026, representing a 38.1% decrease.

He explained that between April 7 and April 13, 2026, during the national mourning week held as part of the 32nd commemoration of the 1994 Genocide against the Tutsi, investigators handled 47 case files related to genocide ideology and associated offenses. In these cases, 53 suspects are being investigated for 49 alleged crimes.

Murangira revealed these details during an interview with Rwanda Broadcasting Agency, where he discussed how the mourning week was conducted across the country.

He noted that overall the week proceeded peacefully, although several incidents related to genocide ideology and similar crimes were recorded.

Murangira further highlighted that other crimes associated with discrimination and divisionism also declined. In 2026, five cases were reported, compared to six cases in 2025, marking a 16.7% decrease.

The total number of suspects also dropped. In 2025, there were 82 suspects, while 52 suspects were recorded in 2026, representing a 27.2% reduction.

Among the offenses committed during the mourning week, abuse or harassment of genocide survivors ranked highest with 22 cases, representing 44.9% of all reported incidents.

This was followed by genocide denial, with 8 cases (16.3%), and genocide minimization, with 7 cases (14.3%). Authorities also recorded six cases (12.2%) of justifying genocide, and four cases (8.2%) involving genocide ideology.

Additionally, there was one case (2%) involving the concealment or destruction of evidence related to the genocide, and one case (2%) concerning the destruction or desecration of a genocide memorial site.

Regionally, the Southern Province recorded the highest number of cases with 29.8%, followed by the Eastern Province with 27.7%, the Western Province with 21.3%, the City of Kigali with 14.9%, and the Northern Province with 6.4%.

At the district level, Gasabo District registered the highest number of cases with five reports. It was followed by Gatsibo, Kayonza, and Nyanza, each with four cases. Nyamagabe and Rubavu recorded three cases each, while Muhanga, Nyagatare, Nyamasheke, and Nyaruguru each reported two cases.
